Nutrition Policy Institute collaborated with Impact Justice, ChangeLab Solutions and the California Department of Corrections and Rehabilitation to launch a first-in-the-nation ‘Farm to Corrections' Harvest of the Month pilot project bringing California-grown produce to incarcerated populations in California in three prisons. Several California state policies support the project, including AB-822 which provides price incentives for state agencies to purchase California-grown produce and AB-778 which requires that 60% of state agency's produce is purchased from within the state. The project, led by NPI's Wendi Gosliner, Ron Strochlic and Carolyn Chelius, produced a report summarizing the opportunities and challenges in bringing more California-grown produce to the state's prison system, a second report of promising farm-to-corrections practices from across the United States, as well as several trauma-informed nutrition education workshops across the state for formerly incarcerated individuals. New research highlights the need for increased funding in the federal Child and Adult Care Food Program to ensure family childcare home providers can offer nutritious meals and snacks to young children.CACFP serves nutritious meals and snacks to over 4.2 million children in childcare, annually. Family childcare home providers in CACFP receive reimbursements —Tier 1 or Tier 2 rates—based on their income or being in a low-income community. Tiering was paused due to the COVID-19 pandemic in 2021 and resumed on June 30, 2023. Nutrition Policy Institute researchers, in collaboration with the University of California, Berkeley, CACFP Roundtable, and the California Department of Social Services, conducted interviews with Tier 1 and Tier 2 providers in California to understand the impact of tiering. Interviews revealed that CACFP supports families by ensuring children receive nutritious meals and reducing their financial burdens. Providers from both tiers advocated for eliminating tiered reimbursements and increasing rates to balance rising food costs and ensure fair compensation. Due to lower reimbursements coupled with inflation-driven increases in food, labor, and supply costs, providers are considering offering fewer meals, leaving CACFP or increasing fees for parents. The proposed Child Care Nutrition Enhancement Act offers potential solutions, seeking to eliminate tiered reimbursements, provide a $0.10 reimbursement increase tied to inflation, and enable providers to claim reimbursement for their children's meals when served with other children in their care. A new research brief developed by the Nutrition Policy Institute outlines the results and implications of the 2020-21 study, “The impact of SNAP-Ed interventions on California students' diet and physical activity during COVID-19.” For many school-aged children in the United States, school closures prompted by the COVID-19 pandemic resulted in the loss of consistent and reliable access to nutritious meals and opportunities for physical activity. Local health departments implementing the CalFresh Healthy Living program adapted their program delivery to continue to reach children with interventions that promote healthy eating and active living. In their study, NPI evaluators found that CalFresh Healthy Living interventions had a positive impact on students' fruit and vegetable intake. The study and research brief were authored by NPI's CalFresh Healthy Living Evaluation Unit, including Amanda Linares, Kaela Plank, Sridharshi Hewawitharana, Gail Woodward-Lopez, Miranda Westfall, Reka Vasicsek and Summer Cortez.
Good nutrition, and improved health, attendance, academics, and school climate are some of the benefits when schools offer meals at no charge to all students. California and Maine, followed by six other states, have already enacted legislation to provide daily meals at school to all K-12 public school students, at no charge regardless of family income level. According to tracking by the Food Research and Action Center, over half of the remaining states are working to pass School Meals for All legislation. Additionally, a bill has been offered at the federal level. Researchers at the Nutrition Policy Institute, Arizona State University, the University of Connecticut, Boise State University and Merrimack College developed a summary of the evidence on the benefits of universal school meal programs. The researchers who developed the synopsis work collaboratively on evaluations of new state School Meals for All programs.
According to a study conducted by the Nutrition Policy Institute at the University of California, Agriculture and Natural Resources, parents of K-12 students in California overwhelmingly value the benefits of school meals, such as saving families money and time, reducing family stress, and improving academic performance. Researchers interviewed a representative sample of 1,110 California parents of children in public or charter schools, and 82% said school meals helped them save money, while 80% said it helped them save time. However, the interviews also revealed some of the challenges faced by school meal programs, including repetitive menus and students not liking what was served. Parents suggested simplifying the meal application process and providing information in written formats to help them overcome some barriers to participation. Study findings are presented in a research brief, developed by NPI as part of their formative evaluation of California's Universal School Meals. California's new program provides free breakfast and lunch to all K-12 students and is a model for other states. This study aims to continue to inform and help optimize the program.
